Meet Our Team

Office Management Team


Sylvie was born in Carmel, California. She moved with her family to a number of places - Washington State, California, Virginia, Germany, etc. - returning to the Washington Metropolitan area in 1971. She received a Fine Arts degree from Mary Washington College in 1980. Sylvie has worked with Dr. Starr since February 1985 and is currently the office's Administrative Director and Dr. Starr's Treatment Planning Coordinator, or more appropriately stated - she is the backbone of our office team. She has a great understanding of dentistry and dental procedures and will therefore be able to assist you with any problem that may arise. Sylvie is our go-to person for all administrative and treatment planning concerns.

For the past 25 years, Sylvie has organized the Sherril Ann Siegel Memorial Fund Lecture - a tribute to the late Dr. Sherril Ann Siegel who succumbed to breast cancer in June of 1989.  Together with Dr. Starr, Sylvie has made arrangements and promoted the annual lecture for the Greater Washington dental community.  The funds raised have continued to support both dental research and education at the University of Pennsylvania  and the University of Maryland dental schools and breast cancer research and education.  Sylvie has been a pillar of strength for our practice. Additionally, Petra and Sylvie are sisters.


Joan was born in Brooklyn, N.Y. She moved to Washington, D.C. in 1966, She had worked as a certified dental assistant for 28 years prior to commencing work with our office in December 2001. Joan is the Administrative Assistant and Scheduling Coordinator in our office. Her many years of chairside assisting, has made her very knowledgeable about all aspects of the dental procedures performed in our office. Her kind and friendly manner make her the go to person for all scheduling and billing issues. Joan's personality is truly contagious.

Dental Assistant


Petra was born in Ft. Benning, Georgia. She has been Dr. Starr's primary dental assistant since 1980, assisting him to provide advanced restorative dental treatment, including full mouth reconstruction via implant restorations, All-on-4, 5, or 6, Prettau® Style Bridgework on natural teeth, and esthetic treatments, i.e. ceramic veneers, inlays, onlays and bonded restorations. Dr. Starr refers to her as his co-therapist. Her wisdom, knowledge and intuition about what treatments will serve our patients best are at the highest level.

Dental Hygienist


Cynthia was born and  raised in Washington, D.C. and is a graduate of Howard University.  She has been a registered dental hygienist since 1994 and is licensed to administer local anesthesia.  Cynthia joined our office in August 2012 after working for 13 years for her former dentist who recently retired.  Cynthia strongly believes in prevention and encourages all patients to floss and brush daily to maintain the oral health of their dentition.


Janice's last official day in our office was at the end of August 2012, and she has moved to Charlottesville, Va. where she is semi-retired.  Janice assures us that she will return from time-to-time to help us out as her schedule allows.  We wish Janice all the best in her new life changes.

Master Dental Technician


Jose was born in Santiago, in the Dominican Republic. He graduated with a Dental degree in Stomatology in 1985 from the Universidad Catolica Madre y Maestra. Upon arrival in the United States in 1989, Jose decided to explore the option of working in a dental laboratory; and soon became a Certified Dental Technologist (CDT). He joined our team in 1996 and is multitalented in all aspects of dental laboratory procedures. Having honed his skills, he is now a Master Dental Technician (MDT) and operates our dental laboratory and CAD-CAM milling center called Capital Ceramics, LLC. He designs and produces the most sophisticated, technically precise tooth-colored Zirconia ceramic frameworks available in dentistry today, using 3M's patented Lava TM technology and The Amann Girrbach 5 Axis CAD-CAM dental Technology. He is truly an artist and an engineer. Dr. Starr feels strongly that having Jose in our office as a co-therapist has been invaluable for supporting the treatment he renders for his patients.  We feel fortunate to have him as part of our dental team.

Digital Dental Technologist


Cathrine was born in Manila, Philippines. She received her degree in Computer Science in March 2001. She came to the United States in August of the same year and began working in our office October 2001. She is currently in charge of all digital imagery for our dental office and laboratory. She also performs the optical scanning of dental models and using advanced computer software called Waxknife™ from 3M and Exocad CAD-CAM Software for Amann Girrbach, she designs ceramic frameworks for CAD-CAM milling. She also manages the sophisticated iCat cone beam computerized tomograph creating 3-D radiologic images for diagnoses and  creating  precision surgical guides for implant positioning in our patient's  jaw structures.

Additionally,  Cathrine is the Seattle Study Club coordinator for the Greater Washington Academy of Dental Studies, in Washington, D.C. - mentoring 18 young general dentists. With her involvement in all facets of our dental office she is an indispensable asset to our dental team.

In-House Dental Laboratory

Coordination for the laboratory phases of your treatment are performed seamlessly. Our Master Laboratory Technician, Dr. Jose Lara, will frequently consult chairside for our patients' benefit. This gives Dr. Starr unlimited access to discuss and view patient specific dental issues insuring the highest level of dental care.
